Dear Regional Directors,

I am pleased to share with you a summary of key decisions and discussions from the latest meeting of the IPSC Continental Council and IPSC Executive Council.

  1. A new protocol for submitting pistols for inclusion in the IPSC Production Division List has been introduced. This updated procedure aims to improve clarity, transparency, and administrative efficiency in the evaluation process. Further guidance and detailed instructions will be circulated to manufacturers and Regional Directors shortly.
  2. The development of the IPSC Electronic Scoring System (ESS) mobile application continues to progress. The project remains active, with further updates to be presented as milestones are achieved. The goal remains to deliver a robust, modern, and standardized digital solution to support IPSC matches worldwide.
  3. The contract framework for IPSC World Cup events was reviewed once again. Discussions focused on long-term sustainability, organizational standards, and alignment with IPSC strategic objectives. Further refinements are expected before finalization.
  4. Proposals were presented regarding a potential increase in match capacity for the IPSC European Handgun Championship. After careful consideration, it was decided to maintain the current participation limits for the time being to preserve match quality, logistical stability, and organizational standards. It was also decided to allow team participation in the Main Match One. This change will come into effect starting from the 2027 season.
  5. The possibility of conducting the IPSC General Assembly with online participation was discussed. After extensive debate took place. At this stage, no changes will be made to the established structure of the Assembly.
  6. A draft of a comprehensive authorized caliber list permitted across all IPSC disciplines was presented to the meeting. After the draft is finalized, it will be distributed to all Regional Directors for consideration.
  7. In a significant step for inclusivity, IPSC Brazil proposed formal Rules for para-athletes, drawing on their extensive experience hosting events for wheelchair and disabled athletes.

While the Council decided not to pursue an official inclusion in the main IPSC Rulebook at this stage, a crucial alternative path was agreed upon. We will proceed with national-level implementation, with Brazil serving as a pilot Region. To support this, Mr. Alex Chang has been appointed as the IPSC coordinator and advisor for disabled athlete training and competition, providing expert guidance to any Region wishing to develop this initiative.

This decision underscores our commitment to making our sport accessible to all, fostering a more inclusive community from the ground up.

  1. The following Rules interpretation was approved by the meeting: Firearms fitted with a forced reset trigger (a trigger that operates by using the firearm’s own cycling action to mechanically force the trigger forward after each shot is discharged, thereby resetting it much faster than a conventional semi-automatic trigger, which relies on the competitor to consciously release the trigger) are also prohibited.
  2. The composition of Family Teams was discussed. The meeting clarified that a legally adopted child and his or her parent are eligible to form a Family Team.

Dear Regional Directors, please pay attention that this information will be published in the official IPSC Facebook page 18 hours after this letter is sent.

You can share this information with your Board members, but please don’t publish it before the official announcement in IPSC Facebook page.
